Sex offender now in custody after failing to notify authorities about move outside Stone County

An arrest warrant was issued yesterday for a sex offender in Stone County who had failed to notify authorities of his residence upon moving out of the county.

The Stone County Circuit Court information, provided by Arkansas Community Correction Agent Jimmy Carter and Stone County Sheriff’s Department Investigator Dammon McGilton, said a probation visit was conducted on March 21 to the listed address of Michael B. Osburn, 31, a Level 2 sex offender. Osburn is currently on probation supervision with Carter.

The court record said investigative information found Osburn wasn’t living at the address listed on his registration requirement forms. The investigators said the record shows he listed the same Stone County residence during his last report to Carter, but witnesses said he had not lived there in over two months and was reportedly living somewhere in Independence County.

Osburn is now charged with failure to properly register as a sex offender and not properly verifying his registration information. Both counts are felonies and carry penalties of 3 to 10 years in prison and fines not to exceed $10,000 each.

Osburn is now in custody and has been placed on a $15,000 bond.
