Newark man arrested on drug charges

A Newark, Ark., man, known by authorities to not have an Arkansas driver’s license, was pulled over by Independence County Sheriff’s Deputies after being observed driving through Batesville on Friday, Oct. 10.

In the incident report, Independence County Sheriff’s Deputies Johnny Byler and Logan Weller report they saw the man, identified as Roy B. Hogans (pictured above), 51, traveling on East Main Street. After being stopped, the deputies learned Hogans was on parole and had a search waiver. Hogans and his vehicle were searched, and a key for a local motel room was found.

Officers with probation and parole took Hogans to the motel where his room was searched. There, they found a piece of aluminum foil, and inside the foil, a crystalline substance — which tested positive as methamphetamine — was discovered, according to the report.

Hogans was taken to jail and charged with two felonies: possession of meth and possession of drug paraphernalia.
