High-speed pursuit lands Rose Bud man in jail

A Rose Bud, Ark. man is sent to jail and an Independence County Sheriff’s Deputy heads to the hospital with a dog bite after an early-morning pursuit through Independence and White Counties on Nov. 10.

According to the incident report, around 3:45 Wednesday morning, an Independence County Sheriff’s Deputy clocked a Dodge Ram pickup truck traveling south in Southside on Batesville Boulevard at 93 mph in a 45 mph zone.

The report said the driver of the vehicle refused to stop and continued south on Highway 167, sometimes throwing objects out the driver’s side window of the pickup.
As the pursuit entered Bald Knob, White County Sheriff’s Deputies along with Bald Knob Police Department officers set up spike strips in which the suspect’s vehicle hit, causing the left front tire of the pickup to start to flatten.
Authorities still pursued the truck through sections of Searcy, Judsonia, and Pangburn, and then back north.
At one point, Independence County Sheriff Shawn Stephens was able to position his patrol vehicle to block the Ram’s driver —  identified in the report as 37-year-old Jay P. Modlin of Rose Bud — from driving out of the area, the report said. Modlin’s truck hit the sheriff’s truck and continued traveling north. Near the Scroggins Road and Highway 167 intersection, the report said the left front tire of the Ram then fell off and rolled into the southbound lane.
As Modiln was attempting to turn onto Oak Grove Road, authorities say he lost control of the truck, causing it to plow into a ditch. Modlin jumped out of the vehicle and began running up a hill before officers in pursuit on foot caught up and took him into custody, the report said.
While taking Modlin into custody, authorities say a dog from a nearby residence bit Independence County Sheriff’s Deputy Frank Ramirez on the side of the face. Ramirez later received treatment at White River Medical Center, and Modlin was taken to jail.
While being booked into the Independence County Jail, Modlin was found to have a packet of methamphetamine in his pants pocket, the report said.
Modlin was ticketed with nine violations, including two felonies: fleeing in a vehicle and possession of a controlled substance, namely meth.
Modlin is being held in the Independence County Jail while formal charges are being prepared.
