Two arrested on drugs, firearms charges after traffic stop

The driver of a vehicle stopped by Arkansas State Police in Locust Grove Tuesday was arrested along with his passenger after illegal drugs and a loaded firearm were allegedly discovered by the troopers.

According to court information filed Wednesday, James R. Simmons, 46, was observed by state police driving a vehicle across the fog line. His passenger, identified as Jennifer M. Johns, 39, was also observed not wearing a seatbelt. And after running the license plate, the vehicle’s registration returned without valid insurance.

The court information said Simmons and Johns, both of Batesville, each had a suspended driver’s license, and Johns had two outstanding warrants for failure to appear. A rifle and glass smoking device were also observed “in plain view” of the state troopers during the stop, the court documents alleged.

After Simmons granted permission for the troopers to search the vehicle, two baggies of a white crystalline substance that later tested positive as crystal methamphetamine were seen in the floorboard behind the console, according to the court information. The firearm was also loaded with five rounds of ammunition and was noted as being in close proximity to the meth.

Simmons and Johns were both charged with felony possession of meth and felony simultaneous possession of drugs and firearms. Both are being held at the Independence County Jail on bond amounts of $15,000 each.
