
Arkansas drivers with mental illness or autism will have access to new tools designed to make traffic stops safer and less stressful, according to information from the Arkansas House of Representatives.
The state is launching the Green Envelope Program and the Blue Envelope Program, both approved in the 2025 Regular Session of the Arkansas General Assembly. The initiatives aim to improve communication between drivers and law enforcement during vehicle stops by providing visual signals and guidance to both sides.
The Green Envelope Program, created under Act 531, is available to people diagnosed with mental illness. The envelope is intended to hold a driver’s license, registration and insurance documents. It also includes instructions for drivers and tips for officers who encounter someone who may experience anxiety or communication challenges.
Act 16 established the Blue Envelope Program for individuals with autism spectrum disorder. The envelope serves the same basic purpose and alerts officers that a driver may need more processing time, clear language or additional direction during a stop.
Both envelopes are available at more than 130 Revenue Offices statewide and may also be ordered online. No medical or personal documentation is required to request one.
Supporters say the new programs will help reduce stress, promote understanding and encourage safer roadside interactions as they roll out across Arkansas this month.
